As a mono-white commander it leads a creature-based deck that taxes opponents. It's a reliable body at four mana, and lifelink on a 3/4 helps against aggressive tables. It does not draw cards or build a board on its own, so the 99 has to supply both.
In the 99 it's a good fit for any white creature deck. A one-sided tax on a 3/4 lifelinker is a reasonable four-drop even when it isn't the deck's theme.

Yes. They have different names, so the legend rule doesn't apply. With both out, your opponents' noncreature spells cost {2} more and yours cost {1} more.
It's a light tax piece. One extra mana per noncreature spell slows opponents down without stopping them, and it's strongest stacked with other taxes and restrictions such as Archon of Emeria.
