As a Golgari commander it's a cheap deathtouch body that becomes repeatable removal once you have six lands, since each recast from the command zone triggers it again. The Treasure it hands out is a real cost when you repeat it, because each one gives an opponent a burst of mana.
In the 99 it's a good fit for most black-green decks: an early blocker that turns into removal later. It's strongest in decks that sacrifice and return creatures.

No. You can cast it for three mana at any time. The six-land check only applies to the destroy trigger, and because it's written with an if, you need six or more lands both when it enters and when the trigger resolves.
Any permanent an opponent controls: a creature, artifact, enchantment, planeswalker, battle or land. The cost is that the opponent gets a Treasure token, which is one mana of any color they can spend once.
A three-mana 4/4 with deathtouch is a strong blocker on turn three even with no trigger. Later in the game, when you have six lands, it becomes removal on a body.
