Rhystic Study's set
Prophecy closes the Masques block, and it is a small 143-card set. Its theme is rhystic: effects that happen unless any player pays a cost, usually {1}, which makes each opponent decide whether to spend mana to stop them.
Rhystic Study is the rhystic card people know. In multiplayer it draws you a card whenever an opponent casts a spell and doesn't pay {1}, and it is one of the most played blue cards in Commander. Spore Frog, Foil, Avatar of Woe and Plague Wind are the set's other regulars.
Its five rare legends are Spellshapers, one per color: Mageta the Lion, Alexi, Zephyr Mage, Greel, Mind Raker, Latulla, Keldon Overseer and Jolrael, Empress of Beasts. Each discards two cards to make a large effect.
Where You Can Play It
Prophecy is a single code, and nothing from it is banned anywhere.
Not Standard-legal, and not Modern-legal as a set: Modern starts at Eighth Edition (July 2003). A card from here that was reprinted in a later Modern-legal set is Modern-legal in this printing too, because legality follows the card, not the printing. None of its cards is banned or restricted in Legacy, Vintage or Commander. It is also legal in Premodern, the community format built on Fourth Edition through Scourge. Commons from any set are Pauper-legal; that isn't listed per set here.

FAQ
In Legacy, Vintage and Commander, minus the cards each format bans. Prophecy is too old for Standard, Pioneer or Modern as a set, though any card that was later reprinted in a Modern-legal set is Modern-legal in every printing. It is also legal in Premodern, a community format built on Fourth Edition through Scourge.
Yes. It was first printed in Prophecy, at common, and it is legal in Commander, Legacy and Vintage.
