Azorius, Rakdos and Simic
Dissension completes the Ravnica block with its last three guilds: Azorius (white-blue), Rakdos (black-red) and Simic (green-blue). It has 180 cards, 66 of them two-color.
Its guild mechanics are forecast for Azorius, an upkeep ability you use by revealing the card from your hand; hellbent for Rakdos, which turns on when you have no cards in hand; and graft for Simic, creatures that enter with +1/+1 counters and can move one to another creature as it enters.
The last three shocklands, Breeding Pool, Hallowed Fountain and Blood Crypt, are here, completing the cycle of ten. Grand Arbiter Augustin IV is the set's most played commander, and Experiment Kraj and Momir Vig, Simic Visionary are the other notable legends.
Themes
Forecast (Azorius)
During your upkeep, you may reveal this card from your hand to use its forecast ability, once each turn. The card stays in your hand.
Hellbent (Rakdos)
An ability word: the bonus applies only while you have no cards in hand.
Graft (Simic)
The creature enters with N +1/+1 counters. Whenever another creature enters, you may move one of those counters onto it.
Where You Can Play It
Dissension is a single code, and nothing from it is banned anywhere.
Not Standard-legal, and never Pioneer-legal: Pioneer starts at Return to Ravnica (October 2012). Everything here is legal in Modern, Legacy, Vintage and Commander unless a ban list says otherwise. None of its cards is banned or restricted in any of those formats. Commons from any set are Pauper-legal; that isn't listed per set here.

Breeding Pool, Hallowed Fountain and Blood Crypt, which complete the cycle of ten.
It is the set's most played commander. It makes your white and blue spells cheaper and your opponents' spells cost more, which suits a controlling Azorius deck.
