Gruul, Izzet and Orzhov
Guildpact is the second Ravnica block set and covers three guilds: Gruul (red-green), Izzet (blue-red) and Orzhov (white-black). It is a small set of 165 different cards, and 63 of them are two-color.
Each guild brings a mechanic. Gruul has bloodthirst, which gives a creature +1/+1 counters if an opponent was damaged this turn; Izzet has replicate, which copies a spell for each time you pay its replicate cost; Orzhov has haunt, which exiles a card haunting a creature so its effect happens again when that creature dies.
Three more shocklands are here (Godless Shrine, Steam Vents and Stomping Ground), with the matching Signets and bouncelands. Niv-Mizzet, the Firemind and Teysa, Orzhov Scion are the legends Commander players use most.
Themes
Bloodthirst (Gruul)
If an opponent was dealt damage this turn, this creature enters with N +1/+1 counters. It rewards attacking before casting.
Replicate (Izzet)
When you cast this spell, copy it for each time you paid its replicate cost. Extra mana becomes extra copies.
Haunt (Orzhov)
When this creature dies, or the spell resolves, exile it haunting a target creature. When the haunted creature dies, the haunt effect happens again.
Where You Can Play It
Guildpact is a single code, and nothing from it is banned anywhere.
Not Standard-legal, and never Pioneer-legal: Pioneer starts at Return to Ravnica (October 2012). Everything here is legal in Modern, Legacy, Vintage and Commander unless a ban list says otherwise. None of its cards is banned or restricted in any of those formats. Commons from any set are Pauper-legal; that isn't listed per set here.
Commanders

FAQ
In Modern, Legacy, Vintage and Commander, minus the cards each format bans. Guildpact left Standard long ago and was never in Pioneer, which starts in 2012.
Godless Shrine, Steam Vents and Stomping Ground.
Yes. It is the Izzet guild's legendary dragon, and it deals 1 damage whenever you draw a card.
