Secret Lair drops sell for a limited window and then stop. The window is the decision point, not the release date. Availability, contents and pricing are set by Wizards and can change; the official store is the only authoritative source for what's currently orderable.
Once the window closes the drop is gone for good, and the cards only turn up secondhand.

Over the Edge of the Wild takes a whimsical view of moments from the novel; Second Breakfast and Beyond is seven Food tokens, one per meal in a hobbit's day; Smaug's Spoils is artifacts including Sol Ring and Fellwar Stone as “Erebor Heirloom”; Desolation is the black drop, with Diabolic Intent and Dread Return; and He Who Walks Unseen is a foil-exclusive blue drop built around Windfall and Curiosity.
No. The Hobbit is a Standard-legal expansion sold in boosters through game stores. This is a separate Secret Lair superdrop sold direct by Wizards, deliberately timed to land alongside it.
$29.99 non-foil and $39.99 foil per drop, with one exception: He Who Walks Unseen is sold in foil only, at $59.99. Wizards also gave a Heart of the Mountain promo — an Arcane Signet — for every $199 spent.
Two confirmed reskins: Tocasia's Welcome is printed as “Quite a Merry Gathering” in Over the Edge of the Wild, and Fellwar Stone as “Erebor Heirloom” in Smaug's Spoils. Both are flavor names — the Oracle name the rules read is unchanged, so each card is legal exactly where its original is.
