What this set is
Urza's Destiny closes the Urza block with a 143-card set built around creatures, after two sets known for spells and artifacts. Cycling and echo return again.
For Commander its best-known cards are artifacts: Thran Dynamo, three colorless mana for four, and Urza's Incubator, which makes creatures of one type cost two less. Junk Diver, Elvish Piper and Repercussion are played too.
It is the last expansion whose cards were added to the Reserved List; 14 of its cards are on it. Every set from Mercadian Masques on has none. Commander bans Rofellos, Llanowar Emissary and Yawgmoth's Bargain from this set.

Format legality
Urza's Destiny is a single code with two Commander bans.
Not Standard-legal, and not Modern-legal as a set: Modern starts at Eighth Edition (July 2003). A card from here that was reprinted in a later Modern-legal set is Modern-legal in this printing too, because legality follows the card, not the printing. Legacy bans Yawgmoth's Bargain. Commander bans Yawgmoth's Bargain and Rofellos, Llanowar Emissary. It is also legal in Premodern, the community format built on Fourth Edition through Scourge. Commons from any set are Pauper-legal; that isn't listed per set here.

In Legacy, Vintage and Commander, minus the cards each format bans. Urza's Destiny is too old for Standard, Pioneer or Modern as a set, though any card that was later reprinted in a Modern-legal set is Modern-legal in every printing.
