More Urza, more untapping
Urza's Legacy is the small second set of the Urza block. It kept Urza's Saga's cycling and echo and its taste for free spells: Frantic Search and Snap both untap lands as they resolve, so they cost nothing in practice.
Its most powerful cards are artifacts. Tinker trades an artifact for any artifact in your library, Memory Jar gives every player a fresh seven-card hand for a turn, and Grim Monolith makes three mana for two. Legacy bans Tinker, Memory Jar and Frantic Search.
Commander players know it for Crop Rotation, Mother of Runes, Rancor and Unearth as well. 9 cards are on the Reserved List, Grim Monolith among them.
Themes
Cycling and echo
Both return from Urza's Saga. Cycling discards the card to draw another; echo asks you to pay the cost again on your next upkeep or sacrifice the permanent.
Where You Can Play It
Urza's Legacy is a single code with three Legacy bans.
Not Standard-legal, and not Modern-legal as a set: Modern starts at Eighth Edition (July 2003). A card from here that was reprinted in a later Modern-legal set is Modern-legal in this printing too, because legality follows the card, not the printing. Legacy bans Tinker, Memory Jar and Frantic Search, and Vintage restricts Tinker and Memory Jar. Commander bans Tinker. It is also legal in Premodern, the community format built on Fourth Edition through Scourge. Commons from any set are Pauper-legal; that isn't listed per set here.
