Eyeballing a 100-card list and guessing is unreliable, and it's easy to miss a single card that pushes a deck's power well past what the rest of it looks like.

Build-time vs. play-time
TurnZero HQ deliberately has two different numbers that can both get called a "deck rating," and they answer different questions. Rate My Deck is a build-time estimate. It reads the decklist's cards, curve, and combo density and returns where that adds up to on the bracket scale, before you've played a single game. Your deck's separate power ranking is a play-time measure, earned strictly from that deck's actual win/loss record at your table over time.
Rate My Deck reads the list. It answers "what should this deck be capable of, on paper?"
Power ranking reads the results. It answers "what has this deck actually done at the table?"
A deck can look strong on paper and underperform in games, or the reverse, so it helps to have both numbers instead of picking one.

A deck can score well on paper and still underperform in games, or the reverse, so both numbers are useful.
Which bracket scale does Rate My Deck use?
Wizards of the Coast's official Commander bracket system: Exhibition, Core, Upgraded, Optimized, and cEDH, numbered 1 through 5. It's the same shared vocabulary the wider Commander community uses, not a proprietary TurnZero HQ scale.
Do I need to have played games with a deck for Rate My Deck to work?
No. Rate My Deck only needs the decklist itself, so it works the moment a deck is loaded into TurnZero HQ, before you've played a single game with it. The separate power ranking is the one that needs game history.
