What this set is
Time Spiral Remastered reprints the Time Spiral block (Time Spiral, Planar Chaos and Future Sight, 2006 and 2007) as one draftable set. It was the first of the Remastered line, which later covered Dominaria, Ravnica and Innistrad the same way.
Its bonus sheet is 121 timeshifted cards: reprints of cards from across Magic's history in the old card frame, one per pack, echoing the original block's timeshifted sheet. The main set carries the block's own mechanics, among them suspend, split second, morph, flashback, madness and storm.
Every card is a reprint, so the set grants no new legality. Commander players find Yawgmoth, Thran Physician, Sliver Legion and a run of Time Spiral legends here.

Format legality
Time Spiral Remastered is a reprint set, so legality is a per-card question.
Every card is a reprint, and a reprint doesn't change legality: each card is legal exactly where it already was. Appearing here does not make a card Standard- or Pioneer-legal.
Never Standard-legal as a set. Its reprints include cards with bans worth knowing: Primeval Titan is banned in Commander, Treasure Cruise is banned in Modern and Legacy, and several cards, such as Ponder and Hypergenesis, are banned in Modern. Commons from any set are Pauper-legal; that isn't listed per set here.
