Buy Most Wanted on TCGplayer →Most Wanted is the strongest of the Outlaws of Thunder Junction decks out of the box and one of the easier ones to play. Olivia, Opulent Outlaw is a four-mana flier with lifelink that makes a Treasure whenever your outlaws connect, then turns those Treasures into +1/+1 counters for the whole team. The deck is full of outlaw creatures that do something when they hit. Its problems are a few cards that hurt your own board more than your opponents', almost nothing that saves the team from a wipe, and a mana base with too many lands that enter tapped.

Olivia, Opulent Outlaw has flying and lifelink, and whenever one or more outlaws you control deal combat damage to a player, you create a Treasure. Outlaws are Assassins, Mercenaries, Pirates, Rogues and Warlocks, and Olivia herself is an Assassin, so she triggers her own ability when she connects. At sorcery speed you can pay three and sacrifice two Treasures to put two +1/+1 counters on each creature you control.
The deck's creatures are built to connect early. Changeling Outcast can't be blocked, Mistmeadow Skulk has protection from mana value 3 or greater, and Vihaan, Goldwaker gives your other outlaws vigilance and haste, so a fresh creature attacks right away. Vihaan can also turn your Treasures into 3/3 Assassins at the start of combat, which means every Treasure Olivia makes is another outlaw attacker.
Many of the outlaws pay you twice. Mari, the Killing Quill gives your Assassins, Mercenaries and Rogues deathtouch and turns combat damage into cards and more Treasure. Captain Lannery Storm makes a Treasure every attack, and Queen Marchesa makes you the monarch and keeps creating deathtouch Assassins if someone takes it from you.
Olivia, Opulent Outlaw ↗
A four-mana lifelink flier that makes Treasure whenever your outlaws connect, then spends two Treasures to put two +1/+1 counters on every creature you control.
Vihaan, Goldwaker ↗
Gives your other outlaws haste and vigilance, and can turn every Treasure you control into a 3/3 attacking Assassin at the start of combat.
Mari, the Killing Quill ↗
Gives your Assassins, Mercenaries and Rogues deathtouch, and each time one of them connects you can draw a card and make two Treasures.
Queen Marchesa ↗
Makes you the monarch for an extra card each turn, and keeps making deathtouch Assassins with haste if an opponent takes it.
Angelic Sell-Sword ↗
A 4/4 flier that makes a 1/1 Mercenary whenever a nontoken creature of yours enters. Those tokens are outlaws, so they trigger Olivia too.
Boros Charm ↗
Two mana to make your permanents indestructible, give Olivia double strike, or deal 4 to a player. It is the only real board protection in the box.
A few cards fight the deck's own plan. Massacre Girl gives every other creature -1/-1 and keeps shrinking them as creatures die, which wipes out your Mercenary tokens and small outlaws first. Hex needs six target creatures and can end up hitting yours. Bounty Board and Humble Defector give opponents cards or creatures, and Seize the Spotlight lets each opponent choose the mode that helps them least.
The deck also has little to protect a wide board. Boros Charm is the only card that saves your creatures from a wipe, and losing a board of countered-up outlaws costs most of a game. The lands make a slow start worse: Temple of Silence , Temple of Malice , Temple of Triumph , Canyon Slough , Nomad Outpost , Path of Ancestry and Bojuka Bog all enter tapped.
Each upgrade below starts from something the deck does poorly and says what a replacement card has to do. The cards named are examples, not the only answer: if you own something else that does the same job, or a newer printing does it better, it goes in the same slot. Olivia wants many outlaws attacking at once. Cards that kill small creatures indiscriminately undo that faster than they hurt opponents.
What to look for Outlaws costing two mana that can connect early, through evasion or by disrupting an opponent. Each one is another body to trigger Olivia.
Cut, for example
Massacre Girl Gives every other creature -1/-1 and keeps going as creatures die. Your 1/1 Mercenaries and small outlaws are usually the first to die.
Hex Six mana and it needs six target creatures. When opponents are short on creatures, the missing targets have to come from your side.
Bounty Board A mana rock whose bounty ability gives opponents cards and life. The deck has better ways to make mana.

A two-mana 3/2 Rogue with shadow, so it is almost never blocked. It also exiles cards going to opponents' graveyards and can cast one of them for free.
Kitesail Freebooter ↗
A two-mana flying Pirate that takes a noncreature, nonland card from an opponent's hand while it stays on the battlefield.
Robber of the Rich ↗
A two-mana Rogue with haste that can steal the top card of a player's library when it attacks. It connects on the turn it comes down with Vihaan out.
This deck puts many creatures on the battlefield and then grows them all with counters, which is exactly what a board wipe punishes. Boros Charm is not enough on its own.
What to look for Instants that give all your creatures indestructible or otherwise save them, ideally cheap enough to hold up during an opponent's turn.
Cut, for example
Humble Defector Draws two cards and then hands itself to an opponent, who can do the same back. It helps the table about as much as it helps you.
Seize the Spotlight Each opponent picks fame or fortune, so they choose whichever mode hurts them least. The steal lasts one turn.

Gives your creatures indestructible until end of turn, and costs nothing if you control a commander. Olivia is usually out.
Unbreakable Formation ↗
Three mana to make your creatures indestructible. Cast in your main phase, it also puts a +1/+1 counter on each and gives them vigilance.
Seven lands in the box enter tapped, and a three-color aggressive deck wants its two-drops out on time. See the land and mana base guide for more options.
What to look for Two-color lands in the deck's colors that can enter untapped from the first turn. Lands with basic land types also turn on Dragonskull Summit, Clifftop Retreat and Isolated Chapel.
Cut, for example
Temple of the False God Taps for nothing until you control five lands, which makes it a blank in the early turns.
Canyon Slough Always enters tapped. The cycling is useful late, but the deck needs mana on turn two more.

Enters untapped for 2 life and taps for white or black. As a Plains and a Swamp it also untaps Isolated Chapel.
Blood Crypt ↗
Enters untapped for 2 life and taps for black or red. It turns on Dragonskull Summit and Tainted Peak.
Sacred Foundry ↗
Enters untapped for 2 life and taps for red or white. It turns on Clifftop Retreat.
Olivia's counters cost two Treasures each time, and Vihaan turns Treasures into attackers. More ways to make Treasure means more of both.
What to look for Creatures that make Treasure when your creatures deal combat damage or die. Outlaw creature types are a bonus, since they trigger Olivia too.

Glittering Stockpile A three-mana Treasure that grows slowly. A creature that keeps making new Treasures does more for Olivia and Vihaan.

A Pirate that makes a Treasure whenever another creature you control dies, so trades in combat and Vihaan's Assassins dying refund mana.
Professional Face-Breaker ↗
Makes a Treasure whenever your creatures connect, and lets you sacrifice Treasure to exile and play the top card of your library.
Most games end with a wide, growing attack. Outlaws connect early, Olivia, Opulent Outlaw turns those hits into Treasure, and her activated ability puts two +1/+1 counters on the whole team each time you can afford it. Vihaan, Goldwaker turns spare Treasures into extra 3/3 attackers, and Angrath's Marauders doubles the damage on a turn where everyone swings.
A good first Commander deck for a player who likes attacking. The plan is easy to follow: play outlaws, attack, collect Treasure, and spend it on counters. There is some bookkeeping with Treasure and monarch, but no complicated sequencing, and the deck is strong enough out of the box to hold up in most casual pods.
