Multiplayer draft
Conspiracy is a draft set built for multiplayer games, set in the political city of Paliano on Fiora. Players draft as usual and then play free-for-all games, and the cards are designed for that: will of the council makes every player vote, parley has everyone reveal the top card of their library, and dethrone rewards attacking the player with the most life.
It introduced two kinds of card that only make sense in that setting. Draft-matters cards, such as Cogwork Librarian, have abilities that work while you are drafting. Conspiracies are a new card type that starts the game face up in the command zone, or face down with a hidden agenda naming a card.
Most of its 210 cards are reprints chosen for multiplayer, and its new cards went straight to the eternal formats. Marchesa, the Black Rose, Council's Judgment and Dack Fayden are from here.
Themes
Conspiracies
A card type you put into play before the game starts, from your draft pool rather than your deck. Some start face up; hidden agenda conspiracies start face down with a secretly named card.
Draft-matters cards
Abilities that work during the draft, such as drafting an extra card or seeing what the next player takes. In a constructed game those abilities do nothing.
Will of the council
Starting with you, each player votes, and the option with the most votes happens. In a multiplayer game you rarely control the outcome alone.
Parley
Each player reveals the top card of their library; you get a bonus for each nonland card revealed, then each player draws a card.
Dethrone
Whenever this creature attacks the player with the most life or tied for the most, put a +1/+1 counter on it.
Where You Can Play It
Conspiracy was never Standard-legal, and its legality depends on which kind of card you are holding.
Three different answers in one code. The thirteen conspiracy cards are not legal in any sanctioned format. Conspiracy's other new cards are legal in Legacy, Vintage and Commander, never Modern or Pioneer. Reprints keep the legality they already had.
Draft-matters cards such as Cogwork Librarian are legal in Legacy, Vintage and Commander, but their draft abilities do nothing in those games. Brainstorm, reprinted here, is restricted in Vintage. Commons from any set are Pauper-legal; that isn't listed per set here.
Limited
Drafted by a pod that then plays multiplayer free-for-all, so politics matters as much as card quality.
Political control
Voting and parley
Will of the council and parley cards give everyone something, which makes you less of a target while you build an advantage.
Dethrone aggro
Attack the leader
Dethrone creatures grow by attacking whoever is ahead, which the rest of the table tends to tolerate.
Commanders
The legends this set is best known for. Tap one for its printings and what it costs.
Boosters, precons and singles from Conspiracy are on TCGplayer.
