It's the strongest of the four Marvel Super Heroes precons out of the box, by TurnZero's own read, and needs the least emergency surgery of the three decks in this series. Its real weakness is that the discard-a-land drain plan has fewer enablers than payoffs, and the deck is light on hard finishers once it's already ahead on value.

Ramp and fixing come first, same as any three-color deck, then the plan is to deploy Villains while holding up the deck's genuinely deep removal suite ( Toxic Deluge , Blasphemous Act , Terminate , Bedevil , Chaos Warp , Withering Torment ) rather than racing. Doctor Doom, King of Latveria turns every discarded land into 2 life drained from each opponent, and his combat trigger gives a Villain menace while conniving through the deck, filtering land flood into gas and putting counters on whatever just connived.
The deck's own discard payoffs ( Containment Construct , Currency Converter , Moonstone, Harsh Mistress ) turn discarded cards into a second cast later in the game, so discarding a land for Doom's drain is rarely a dead loss. Closing tends to come from a go-wide Villain board off Endless Ranks of HYDRA or a big attack once Kang Dynasty 's third chapter connects.
Doom Prevails ships with a genuine alternate commander in Loki, the Deceiver, and the two build noticeably different games out of the same 99.
Doom is the safer, more broadly powerful pick and the reason TurnZero's own rating calls this the strongest precon of the four at launch. Loki rewards leaning harder into evasive, high-power Villains worth copying, at the cost of some of Doom's steady removal-and-drain grind.
This precon is unusually well stocked with real answers for a preconstructed deck, which is most of why it rates so highly.

The curve carries a handful of six- and seven-mana cards whose entire job could be done cheaper, which is the exact pattern What Makes a Curve and Why It Matters → walks through trimming. The manabase is solid for a three-color deck already (a full cycle of check lands, Command Tower, and a pair of battlelands), so it's a lower priority than curve here; see the Land & Mana Base Guide → if the basics ratio needs adjusting once upgrades go in.
The bigger gap is enablers for Doom's own plan: the deck wants more ways to put a land in the graveyard on purpose than it currently has, since right now Doom's ability mostly triggers off lands you'd have discarded to hand size anyway. Each of these does something real. None of them is doing the job well enough to keep its slot.
Batroc the Leaper needs heavy multikicker investment to matter; uncast for extra, it's a marginal ping that doesn't advance the drain or connive plan.
Superior Foes of Spider-Man pays off casting expensive spells, which works against the curve-trimming this deck actually needs.
Damocles Base, Sword of Kang needs Crew 3 to attack at all, a real tax on a board of small Villains that can't reliably pay it.
Tri-Sentinel, Act of Vengeance costs seven mana for a small single-target ETB, well outside the deck's actual curve for what it does.
Lady Loki, Agent of Chaos is powerful but random and expensive at six mana, next to more direct payoffs already doing the same job in the 99.
Titan of Littjara asks for a typal density the deck doesn't reliably have at six mana, and can whiff into a real discard cost with no reward.
Extract Power costs six mana and does nothing to the board the turn it resolves, a poor fit for a deck that wants to be interacting by then.
Spark Double has no standout ETB bomb in this specific 99 worth copying, so it's usually just a slightly worse second copy of whatever's already down.
Chameleon, Master of Disguise competes with Spark Double for the same copy-effect slot, with the same problem: nothing in the 99 is worth copying twice.
Progenitor's Icon is a fine rock, but its flash-granting mode rarely comes up in a deck that isn't holding up type-specific instant-speed spells.

The upgraded deck keeps closing the way the precon already wants to: Endless Ranks of HYDRA and Kang Dynasty turning board advantage into an attack, backed now by Kindred Discovery and Vanquisher's Banner so the deck doesn't run out of gas getting there. Bolas's Citadel gives the deck a genuine way to just keep casting spells until something closes the game, and Deadly Rollick and Fierce Guardianship protect that plan for free once it's set up.
The finished list keeps the precon's real removal suite untouched ( Toxic Deluge , Blasphemous Act , Terminate , Bedevil , Chaos Warp ) since it's already above precon average. The Villain-typal payoff suite grows with Door of Destinies , Vanquisher's Banner and Kindred Discovery stacked on top of what survived the cuts, and the curve drops noticeably once the seven- and six-mana filler is gone. The deck still plays the same way: fixing and removal early, Doom's drain and connive doing steady work in the mid-game, then closing with the same go-wide tokens and Kang Dynasty finish the precon already had, just backed by more card advantage to get there.
A strong pick for a player who wants a genuinely interactive deck out of the box, with real removal instead of the usual precon filler, and who likes playing from a slight disadvantage before grinding back into the lead. It's a weaker fit for someone who specifically wants the fastest or most explosive of the four Marvel Super Heroes precons, since that title belongs to a more combat-forward build than this one's default control-leaning shell.
