Is this a ranking of the strongest Commander decks?

No, and that's deliberate. Ranking precons by how often they win would need real game data at a sample size TurnZero doesn't have yet — our own tracked games are nowhere near enough per commander to trust a win rate. What this measures instead is build quality: whether a precon's actual decklist hits the ramp, removal, card advantage and curve targets that a deck of its kind is supposed to hit. A tight S-tier build can still lose to a looser D-tier one at the table; this tells you how well each was assembled, not how it performs.

What does the tier letter actually measure?

Each precon is measured against the deckbuilding template its own cards best suggest — a mill deck against mill's targets, a stax deck against stax's, not every deck against one generic shape. The gap between what it actually runs and what that template calls for, summed across every slot, produces a score; the tier is a percentile band over that score across the whole catalog, S being the closest-built tenth and D the furthest. It moves as newer precons join the ranking, the same way a win rate is never presented as fixed.

How is the template picked for each precon?

The same rule-based archetype detector the TurnZero app offers players when they're tagging their own deck reads the decklist and picks the strongest signal — spellslinger, aristocrats, voltron, stax, control, and so on. A precon with no strong signal in either direction measures against a balanced-midrange template instead of nothing.

Why measure precons instead of every deck people build?

Precons are a fixed, complete catalog nobody had to submit — every list is already known, so the whole thing can be measured and ranked at once with no games required. Custom decks players have actually built and published, with a real win rate once one has earned it, are on the published decks page instead, which is a different (and honest) kind of ranking.

How often does this update?

The ranking is cached for a few hours at a time rather than recomputed on every page load, since measuring 174 decklists in full is real work and the underlying catalog only changes when a new precon gets imported. A newly released precon joins on the next refresh after import, not instantly.
