Magic Ruler is a 104-card set released September 16, 2002, with codes MRL-000 to MRL-103. It is the third English booster set by release date, after Legend of Blue Eyes White Dragon and Metal Raiders.

The same 104 cards, at the same rarities and numbers, were also printed as Spell Ruler (SRL), which the catalog lists with the same release date. TCGplayer prices Magic Ruler in both 1st Edition and Unlimited and Spell Ruler only in Unlimited, which is why the 1st Edition Magic Ruler foils are the more valuable of the two.

Every card was new to the TCG. The set introduced Toon World and the first Toon monsters, the Ritual Monster Relinquished, and Spells such as Mystical Space Typhoon, Snatch Steal and Megamorph.

Cards and rarities

Magic Ruler has 104 set codes, each starting MRL- and printed under the artwork on the right. Where a card comes at more than one rarity, every version shares its code, so the table counts set codes at each rarity and a code printed at two rarities is counted twice.

RarityCardsWhat they are

Short Print10Commons the catalog marks as packed less often than the rest, including all five Field Spells from MRL-096 to MRL-100.

Ultra Rare10Two Toons, Relinquished, Spellbinding Circle and six Spells, Mystical Space Typhoon among them.
Secret Rare2Blue-Eyes Toon Dragon (MRL-000) and Serpent Night Dragon (MRL-103).

Each MRL- code is printed at a single rarity, so the rows add up to the set's 104 cards. Set completion in TurnZero HQ counts the distinct set codes you own against the set's total, so a card printed at two rarities counts once, with an every-rarity count beside it for collectors chasing each version. Toons and the Ritual

Toon World is the set's one real theme: five Toon cards that need it on the field. Relinquished, the set's Ritual Monster, is the other card from Magic Ruler that later sets built on.

Cards worth knowing

The set's Spells did more to shape the early game than its monsters, and five of them are Forbidden today.

The chase card: Blue-Eyes Toon Dragon

1st Edition market price, October 23, 2026 $424.49

The 1st Edition Secret Rare Blue-Eyes Toon Dragon (MRL-000) is Magic Ruler's chase card. It was $424.49 on October 23, 2026, against $134.06 for the next card, the 1st Edition Ultra Rare Mystical Space Typhoon.

The Unlimited copy of MRL-000 was $88.38 that day. The same card as Spell Ruler's SRL-000, which TCGplayer prices only in Unlimited, sold for less than either.

It is a Level 8 LIGHT Dragon Toon Monster with 3000 ATK and 2500 DEF that needs Toon World on the field to be Summoned and is destroyed if Toon World leaves it.

Playing it

5 cards from Magic Ruler are on the Forbidden & Limited List as of October 23, 2026: Confiscation, Delinquent Duo, Giant Trunade, Painful Choice and The Forceful Sentry are Forbidden. A Forbidden card cannot be played at all and a Limited card at one copy per deck; the rest of the set can be run at three.

Toons are harder to play than they look. Each needs Toon World, cannot attack the turn it is Special Summoned, pays 500 LP to attack, and is destroyed if Toon World leaves the field.
