Spell Ruler Card List and Set Guide

Overview

Spell Ruler is the same set as Magic Ruler under a different name and set code. It has 104 cards, SRL-000 to SRL-103, with every card at the same number and rarity as its MRL- twin, and the catalog lists both with the release date September 16, 2002.

What differs for a collector is the edition. TCGplayer prices every Spell Ruler card in Unlimited only, and the catalog has no 1st Edition price for any of them, so the prices in this guide are Unlimited. Magic Ruler's 1st Edition foils sell for several times as much.

The contents are the first Toons with Toon World, the Ritual Monster Relinquished, and Spells such as Mystical Space Typhoon, Snatch Steal, Megamorph and five cards that are Forbidden today.

Cards and rarities

Spell Ruler has 104 set codes, each starting SRL- and printed under the artwork on the right. Where a card comes at more than one rarity, every version shares its code, so the table counts set codes at each rarity and a code printed at two rarities is counted twice.

Each SRL- code is printed at a single rarity, and the counts match Magic Ruler's row for row. Set completion in TurnZero HQ counts the distinct set codes you own against the set's total, so a card printed at two rarities counts once, with an every-rarity count beside it for collectors chasing each version. Toons and the Ritual

As in Magic Ruler, Toon World and its five Toon cards are the set's theme, and Relinquished is its Ritual Monster.

Blue-Eyes Toon Dragon

SRL-000

Needs Toon World on the field and 2 Tributes to Special Summon from your hand. It pays 500 LP to attack and attacks directly unless your opponent controls a Toon.

Toon Summoned Skull

SRL-073

Special Summoned by Tributing 1 monster while you control Toon World. It is always treated as an Archfiend card.

Toon Mermaid

SRL-072

A Level 4 Toon that needs Toon World on the field to be Special Summoned, and the fifth most valuable Spell Ruler card on October 23, 2026.

Relinquished

SRL-029

Ritual Summoned with Black Illusion Ritual. Once per turn it can equip one of your opponent's monsters and copy its ATK and DEF.

The chase card: Blue-Eyes Toon Dragon

Blue-Eyes Toon Dragon

SRL-000

Rarity Secret Rare

Set code SRL-000

Unlimited market price, October 23, 2026 $42.08

The Unlimited Secret Rare Blue-Eyes Toon Dragon (SRL-000) is Spell Ruler's chase card, at $42.08 on October 23, 2026. The Ultra Rare Toon Summoned Skull was next at $28.28.

It is a Level 8 LIGHT Dragon Toon Monster with 3000 ATK and 2500 DEF. If you have one, check the code under the artwork: an MRL-000 in 1st Edition is a different and far more valuable printing.

Rarity is in the foil rather than the set code, so check it before you price the copy in your hand. Reading the set code and rarity →

Chase cards and prices

Spell Ruler's prices are a fraction of Magic Ruler's 1st Edition prices. On October 23, 2026 only Blue-Eyes Toon Dragon was over $30.

These are TCGplayer's Unlimited market prices on October 23, 2026. They move daily, so treat them as a snapshot. Each card's page shows today's price for every printing. How Yu-Gi-Oh! card prices work →

Spell Ruler card list

Every set code in Spell Ruler, in set code order, with each rarity it is printed at: 104 set codes in all, as listed in TurnZero HQ's catalog on October 23, 2026. Each name goes to that card's page, with today's price for every printing.

Playing it

5 cards from Spell Ruler are on the Forbidden & Limited List as of October 23, 2026: Confiscation, Delinquent Duo, Giant Trunade, Painful Choice and The Forceful Sentry are Forbidden. A Forbidden card cannot be played at all and a Limited card at one copy per deck; the rest of the set can be run at three.

Because the cards are the same, a Spell Ruler copy and a Magic Ruler copy are interchangeable in a deck. Only a collector needs to care which code is printed on the card.
