Pokémon TCG · 2011 Set Guide
The second Black & White set and one of the cheapest to complete. All 98 cards are numbered within the printed total, and the full-art Tornadus and Thundurus are the only cards above a few dollars.
Emerging Powers is a small set: 98 cards, all within the printed total, so it has no secret rares. Its two Rare Ultra cards are full-art versions of Tornadus and Thundurus, and each is also printed as a regular holo.
For players, its Trainers matter more than its rares. Bianca and Cheren, two draw Supporters reprinted later in the series, first appeared here, alongside Great Ball and Pokémon Catcher.
Emerging Powers has 98 cards. Every card shows its number over the printed total along the bottom, as in "1/98", next to the set code EPO.
Every card is numbered within the printed total of 98, so Emerging Powers has no secret rares. Set completion in TurnZero HQ counts a set against its printed total and keeps the secret rares apart, so finishing the main set and chasing the cards above it read as two separate goals. No rule-box Pokémon yet. The legendary Basic Pokémon carry the set:
Tornadus
Emerging Powers #89
110 HP. Energy Wheel moves an Energy from one of your Benched Pokémon to it; Hurricane does 80 and moves a basic Energy from it to your Bench.
Thundurus
Emerging Powers #35
110 HP. Charge attaches a Lightning Energy from your deck to it; Disaster Volt does 80 and discards an Energy from it.
Gothitelle
Emerging Powers #47
130 HP Stage 2. Magic Room: while it is your Active Pokémon, your opponent can't play Item cards from their hand.
The two draw Supporters the series kept reprinting:

These are each card's headline TCGplayer market price on October 22, 2026. Prices can move a long way, most of all in a set's first months, so treat them as a snapshot. Each card's page shows today's price for every variant and its 90-day chart. How Pokémon card prices work →
One copy of every card in Emerging Powers, bought as singles, cost $111.51 on October 22, 2026. That is the least expensive of the twelve sets in the Black & White series.
The three most valuable cards, Tornadus, Thundurus and Zoroark, come to $49.34, or 44% of the total. Without them the set costs $62.17. Of the 98 cards, 92 were under $2.00, together $55.45; the other 6 add up to $56.06.
Each card is counted at its cheapest priced variant, a Normal copy rather than a Reverse Holofoil where both exist, at its TCGplayer market price. This is what it costs to buy the set as singles. It is not what opening packs returns, and not what a complete set would sell for, which after fees and the many cards worth cents would be noticeably less.
No Emerging Powers card carries a regulation mark, so none is Standard-legal as printed. Standard has allowed only the H, I and J marks since April 10, 2026. Every card in Emerging Powers is legal in Expanded, which takes every set from Black & White on.
A reprint with a legal mark makes older printings of the same card legal again, so check a card's name before you rule it out.
