One Piece Card Game
Dracule Mihawk (OP14-020) is banned from October 12, 2026, which makes six banned cards on Bandai's English list, plus three pairs that can't share a deck. Here is the full list as of October 9, 2026 and the reasons Bandai gave.
From October 12, 2026, six cards can't be in any deck: Dracule Mihawk (OP14-020) joins Charlotte Pudding, Nami, Gecko Moria, Trafalgar Law and Reject. No card is restricted. A ban covers every printing of the card number, Parallels included, and outside the list you can run up to 4 copies of a card number.
| Card | Number | Type |
|---|---|---|
| Dracule Mihawk | OP14-020 | Leader, green |
| Charlotte Pudding | OP06-047 | Character, blue, 4 cost |
| Nami | OP03-040 | Leader, blue |
| Gecko Moria | OP06-086 | Character, black, 8 cost |
| Trafalgar Law | ST10-001 | Leader, purple and red |
| Reject | OP06-116 | Event, yellow, 4 cost |
This is Bandai's list for the English-language game in North America, Europe, Oceania, Latin America and the Middle East. Bandai runs separate sites for Japan and for English in Asia, and their lists can differ.
Bandai announced the ban on September 24, 2026, and it takes effect on October 12. It covers the OP14-020 Leader and its Parallel. Mihawk is a green Leader with 5000 power and 5 Life from OP14 The Azure Sea's Seven, and two lines of text made it a problem.
The first gives it +1000 power if your opponent's Leader has the Slash attribute. The second, once per turn, lets you rest one of your cards and, if you have a Character with a cost of 5 or more, set up to 3 of your DON!! cards active again. The cost is that you can't play Characters that turn, but three extra DON!! to attach is a lot of power for a Leader to hand out every turn.
Bandai gave three reasons. As more boosters came out, "certain combinations involving this card have become more powerful than we had anticipated." The card "significantly restricts the viability of Leader cards with the {Slash} attribute," which is the power bonus at work. And it "severely harms the diversity of Leader selection in the game environment."

Bandai also says it plans to hand out a new Mihawk Leader, P-163 Dracule Mihawk, at future events. It hasn't said what that card does. Bandai's notice →
Bandai also bans pairs: two cards that are each legal but can't be in the same deck. There are three, and the Mihawk notice didn't change any of them.
| Card A | Can't share a deck with |
|---|---|
| Monkey.D.Luffy (OP11-040) | Charlotte Katakuri (OP11-067) |
| Monkey.D.Luffy (OP11-040) | Charlotte Linlin (OP08-069) |
| I Re-Quasar Helllp!! (OP07-115) | Borsalino (EB04-058) |
Monkey.D.Luffy (OP11-040) is a blue and purple Leader, so the pairs stop it from running the two 8-cost and 9-cost purple Charlottes. If you play that Luffy, you can still run every other purple card that isn't banned. The same goes for I Re-Quasar Helllp!! in a yellow deck: it's fine until Borsalino is in the same list.
Bandai says it looks at a deck's win rate, results at major tournaments, how often it's played, its likely effect on future play and "whether it restricts the viability of other Leaders." The Mihawk ban leaned on that last point.
The list usually changes after Championship Season 1 in Japan and after the World Championship. Bandai can act sooner if a card is "preventing us from providing an enjoyable environment," and it can take cards off the list when the game changes around them. Bandai's restriction page →
If you play Mihawk, you need a new Leader by October 12 for any event that follows Bandai's English list. Your green cards don't go anywhere. Casual games are up to your table.
TurnZero HQ's One Piece deck builder always checks the construction rules: one Leader, 50 cards, four per card number and matching colors. It flags banned cards only when a ban list has been entered for the game, so check Bandai's page yourself before an event. How the deck builder checks a deck →
For collectors, a ban mostly changes what a card is worth to players. On October 8, 2026, TCGplayer's market price for the regular Mihawk Leader was $0.24 and the Parallel was $22.53. The 2026 PSA Magazine promo of the same card was $56.51, which is collector demand rather than play demand. Prices move daily, so check each card's page for today's figure.
Bandai hasn't published P-163 Dracule Mihawk's effect, when or where it will be handed out, or whether it is tournament legal. Its notice also doesn't say whether Japanese events ban the OP14 Mihawk on the same date. This page will be updated when Bandai says more.

October 12, 2026. Bandai announced it on September 24, 2026. The ban covers OP14-020 and its Parallel (Alternate Art) printing, so no version of that card can be in a deck from that date.
Bandai said combinations with the card had become "more powerful than we had anticipated" as more boosters came out, that it "significantly restricts the viability of Leader cards with the {Slash} attribute," and that it "severely harms the diversity of Leader selection." Mihawk gains 1000 power when your opponent's Leader has the Slash attribute.

Two cards that are legal on their own but can't be in the same deck. Monkey.D.Luffy (OP11-040) can't be played with Charlotte Katakuri (OP11-067) or Charlotte Linlin (OP08-069), and I Re-Quasar Helllp!! (OP07-115) can't be played with Borsalino (EB04-058).
Bandai says it usually revises the list after Championship Season 1 in Japan and after the World Championship, and that it can add a card sooner if it is stopping the game from being enjoyable. Cards can also come off the list when the environment changes.
