A black Navy deck that lowers your opponent's Character costs and then removes whatever reaches 0. The Smoker Leader left Standard in April 2026, so this guide covers casual and Extra play and a Standard home for the five new cards.

ST-19 is a mono-black Navy deck led by Smoker (OP02-093). Its 15 different cards are ten block 1 reprints, mostly from OP02, and five new ST19 Characters: Smoker, Sengoku, Tashigi, Hina and Monkey.D.Garp.

The deck's theme is cost reduction. Many cards give an opponent's Character minus cost, and several reward you when a Character's cost reaches 0. The Leader does this itself: with 1 DON!! attached, once per turn it gives a Character −1 cost, and if any Character is then at cost 0, the Leader gains +1000 power.

Smoker is a block 1 Leader and rotated out of Standard on April 1, 2026, along with every reprint in the box. The deck still works at home and under Bandai's Extra Regulation, where every card is legal except the ban list. It suits a player who enjoys removal and a bit of arithmetic.

The Leader OP02-093 and nine other cards (OP02-098, OP02-106, OP02-108, OP02-109, OP02-113, OP02-116, OP02-117, OP03-079, OP03-089) are block 1 and rotated on April 1, 2026; only the five ST19 cards are Standard legal.

Strength as sold 1/5

Smoker (OP02-093) is a block 1 Leader, so the deck cannot be played in Standard as sold. In Extra play it has a real removal plan built on Ice Age, Tsuru and Tashigi.

Upgraded ceiling 3/5

This rates the Standard path: the five ST19 cards under Sakazuki (P-076), a blue and black Navy Leader that trashes a Navy card to give −1 cost. It keeps the cost-reduction plan, but Tashigi's −4 needs a Smoker Leader and stops working.

Difficulty to play 3/5

You have to add up cost reductions across several cards in the right order so a Character hits exactly 0 for Tashigi's trash effect or the Leader's power boost. Garp and Hina also ask you to manage what is in your trash.

How it plays

The deck wins by removing Characters until your opponent runs out of board, then attacking with bodies like Jaguar.D.Saul (OP02-109) and Smoker (ST19-001). Removal here comes in two steps: lower a cost, then K.O. or trash something at or under a cost limit.

Early, Brannew (OP03-089) finds a Navy card and Koby (OP02-098) K.O.s a 3 cost or less for a discard. Tsuru (OP02-106) gives −2 cost and Ice Age (OP02-117) gives −5, which lets Koby's 3 cost or less K.O. reach larger Characters. Helmeppo (OP02-113) gives −2 cost when it attacks and gains 2000 power if any Character is at 0.

In the midgame, Tashigi (ST19-003) is the payoff. With Smoker as your Leader she gives −4 cost when played, and on the turn she enters she can trash a cost 0 Character, which gets around effects that protect against K.O. Smoker (ST19-001) trashes a black Navy card to stop two 4 cost or less Characters from attacking, which buys a turn when you are behind.

Tips for your first games

  • Play Tashigi (ST19-003) first, then add the Leader's −1 or Monkey.D.Garp's −1 to bring a Character from cost 5 to 0 before using her trash effect.
  • The Leader needs 1 DON!! attached to activate, so give it a DON!! before using its effect in your Main Phase.
  • Sengoku (ST19-002) needs two black Navy cards in hand to trash for 3 draws, so play it when you hold extra Navy cards you cannot use this turn.
  • Hina (ST19-004) is cost 8 on your opponent's turn with a DON!! attached, which keeps it safe from many effects that target cost 7 or less.

Every upgrade below is legal in Standard and shares a color with the Leader. Prices are each card's base printing on TCGplayer on October 10, 2026; open a card for today's price.

Move the Navy to Sakazuki (P-076) for Standard

No black Smoker Leader is legal in Standard. The newer Smoker Leader (OP10-001) is red and green, so the black ST19 cards cannot join it. Sakazuki (P-076) is a blue and black Navy Leader that trashes a Navy card from hand once per turn to give −1 cost, close to what the old Smoker did. Sengoku, Smoker and Hina from this box all work under it, and these black Navy cards replace the rotated reprints. Tashigi's −4 needs a Smoker Leader, so she becomes a 6000 power body with a cost 0 trash effect.

Budget cost-zero removal

These cards add more ways to lower costs and more ways to cash in a cost 0 Character, and none of them asks for a specific Leader. Every card is under the budget line. Brook (EB01-046) does both halves of the plan on one card, and Three-Pace Hum Soul Notch Slash gives you a choice of K.O. or −4 cost. They are not Navy cards, so Brannew and the Navy search event cannot find them.

Navy defense and card flow

The box is light on Blockers and card draw. These Navy cards fill both gaps and work under any Navy Leader. Doll (EB04-046) is the one card here above the budget line, and Kujyaku pairs with Sengoku (ST19-002) because both turn spare Navy cards into draws.

What to cut first

Bandai's list doesn't say how many copies of each card the deck has, so cut by card: take out every copy of these before anything else, and keep the deck at exactly 50.

Every card in ST-19

Bandai's card list for ST-19 has 15 different cards. 10 of them carry a block 1 icon or are banned, so they can't be played in Standard; they are still legal in Extra Regulation unless banned. Legality follows Bandai's block icons and its banned list effective October 12, 2026.

Frequently Asked Questions

Is ST-19 legal in Standard?

No. The Leader, Smoker (OP02-093), is a block 1 card and rotated out of Standard on April 1, 2026. Only the five ST19 Characters are still Standard legal.

Is ST-19 good?

In Extra play or casual games it is a solid removal deck, with Ice Age, Tsuru and Tashigi lowering costs for Koby and Tashigi's trash effect. In Standard it cannot be played as sold.

Is there a Standard version of the ST-19 Smoker Leader?

The only Standard-legal Smoker Leader is OP10-001, which is red and green, so the black cards here cannot join it. The closest black Navy Leader in Standard is Sakazuki (P-076 or OP05-041), which is blue and black.

Is ST-19 good for beginners?

It is a reasonable first deck for casual play if you are comfortable adding up cost changes. A beginner who wants to play in Standard events should start with a deck whose Leader is still legal.
