ST-17 is a mono-blue Seven Warlords of the Sea deck led by Donquixote Doflamingo (OP01-060). The box has 15 different cards: ten reprints from earlier sets and five new ST17 Characters (Crocodile, Trafalgar Law, Buggy, Boa Hancock and Marshall.D.Teach).

The Leader is the reason to play it. When it attacks with 2 DON!! attached, you can rest 1 more DON!! to reveal the top card of your deck, and if that card is a Seven Warlords Character with a cost of 4 or less, you may play it rested for free. Most of the deck's Characters qualify, and several of them let you arrange the top of your deck so the reveal hits.

Doflamingo is a block 1 card, so the Leader rotated out of Standard on April 1, 2026, along with every reprint in the box. You can still play the deck at home, against other starter decks, or under Bandai's Extra Regulation, where every card is legal except the ban list. It suits a player who likes planning a turn ahead and does not mind a deck that gets a little luck from the top card.

The Leader OP01-060 and nine other cards (OP01-073, OP01-086, OP02-054, OP02-057, P-030, ST03-002, ST03-004, ST03-005, ST03-008) are block 1 and rotated on April 1, 2026; only the five ST17 cards are Standard legal.

Strength as sold 1/5

Donquixote Doflamingo (OP01-060) is a block 1 Leader, so the deck cannot be played in Standard as sold. In Extra play it is a coherent list, since nearly every Character is a Seven Warlords card the Leader can put into play.

Upgraded ceiling 3/5

This rates the Standard path, not Extra: the five ST17 cards moved under Boa Hancock (OP07-038), a blue Seven Warlords Leader that draws when your effects remove a Character. That makes a playable Warlords bounce deck, but it is a different deck from the one in the box.

Difficulty to play 3/5

The Leader rewards stacking the top of your deck with Buggy, Boa Hancock and Marshall.D.Teach before you attack. Deciding what to put on top, and when to spend 2 DON!! plus a rested DON!! on the reveal, is the main skill.

How it plays

The deck wins by getting more Characters onto the board than its DON!! should allow. Each Leader attack with the reveal can add a free 4 cost body, which lets you spend your real DON!! on a second Character or on counters.

In the first turns, play the cards that set up the top of your deck. Buggy (ST17-003) looks at the top 3 and puts them back in any order, Donquixote Doflamingo (OP01-073) and Boa Hancock (ST17-004) look at 5 and 3, and Marshall.D.Teach (ST17-005) can put a Warlord from your hand on top. Bartholomew Kuma (OP02-057) finds more Warlords. Once you have 4 DON!!, attaching 2 to the Leader and resting a third turns every Leader attack into a possible free Character.

Late in the game, Trafalgar Law (ST17-002) returns a blocker or attacker with a cost of 4 or less, and Overheat (OP01-086) does the same on defense while adding 4000 power. Dracule Mihawk (ST03-005) keeps your hand fresh by drawing 2 and trashing 2 when it attacks. Push damage with the Leader and two or three 5000 power Characters each turn.

Tips for your first games

  • Before the Leader attacks, check the top card. If it is not a Warlord Character with a cost of 4 or less, set it up first with Buggy, Hancock or Teach.
  • Marshall.D.Teach (ST17-005) puts a card from your hand on top of your deck and then gives up to 2 rested DON!! to the Leader, which sets up both halves of the reveal in one action.
  • Characters from the reveal enter rested, so they cannot block that turn. Keep a blocker such as Boa Hancock (ST17-004) or Trafalgar Law (ST03-008) back if your Life is low.
  • Crocodile (ST17-001) draws 2 only when the revealed card is a Seven Warlords card, and then you must put 1 card from your hand back on top, which can be the Warlord you want the Leader to reveal next.

Move the Warlords to Boa Hancock (OP07-038) for Standard

No blue Doflamingo Leader is legal in Standard. The newer Doflamingo Leader (OP14-060) is purple, so the blue cards here cannot follow it. Boa Hancock (OP07-038) is a blue Seven Warlords Leader that draws a card on your turn when your effect removes a Character and you have 5 or fewer cards in hand, which pairs with Trafalgar Law (ST17-002) returning Characters. This path keeps the five ST17 cards and replaces the rotated reprints with Warlords that search, cheat and protect. It costs you the free plays from the old Leader, so the deck becomes a slower bounce deck.

Keep the top-of-deck reveal with a Doflamingo Character

Donquixote Doflamingo (OP07-048) is a 3 cost Character that does what the old Leader did: once per turn, rest 2 DON!! to reveal the top card and play a Seven Warlords Character with a cost of 4 or less rested. Add Characters that order the top of your deck and the box's Buggy, Hancock and Teach keep feeding it. The cost is tempo, since you spend 3 DON!! on a 4000 power body before it does anything.

Budget bounce and counters

Every card here sits under the budget line, and each one fixes a gap in the box: it has few events and only one way to remove a Character on your turn. Edward Weevil (OP08-042) and Marshall.D.Teach (OP12-054) add bounce, and Snake Dance and Perfume Femur add the counter and push events the box lacks. Boa Hancock (OP13-051) draws only when your Leader is Boa Hancock or multicolored, so it belongs in the OP07-038 build.

What to cut first

Bandai's list doesn't say how many copies of each card the deck has, so cut by card: take out every copy of these before anything else, and keep the deck at exactly 50.

Every card in ST-17

Bandai's card list for ST-17 has 15 different cards. 10 of them carry a block 1 icon or are banned, so they can't be played in Standard; they are still legal in Extra Regulation unless banned. Legality follows Bandai's block icons and its banned list effective October 12, 2026.

Frequently Asked Questions

Is ST-17 legal in Standard?

No. The Leader, Donquixote Doflamingo (OP01-060), is a block 1 card and rotated out of Standard on April 1, 2026. Only the five ST17 Characters are still Standard legal.

Is ST-17 good?

In Extra play or casual games it is a coherent deck, because the Leader can play Seven Warlords Characters for free off the top of your deck. In Standard it cannot be played as sold.

Is there a Standard version of the ST-17 Doflamingo Leader?

The only Standard-legal Doflamingo Leader is OP14-060, and it is purple, so the blue cards in this box cannot join it. The closest blue Standard Leaders with the Seven Warlords type are Boa Hancock (OP07-038) and Jinbe (OP14-040).

What should I upgrade first in ST-17?

For Standard, start with the Boa Hancock (OP07-038) Leader and the two Jinbe cards (PRB02-007 and OP07-045), which find and play your Warlords. For Extra, add Donquixote Doflamingo (OP07-048) to get a second reveal each turn.
