Disney Lorcana · Set 3 Starter Deck
Moana and Scrooge McDuck lead a deck that moves characters between locations and plays items for free off won challenges.
Ruby & Sapphire · Locations and items
This deck builds a location, parks characters there, and uses Moana to ready them for a second use. Scrooge adds free items when he wins a fight. When it works it's a lot of value from one turn.
It depends on a location surviving and on drawing the right pieces together, and moving characters costs ink you could spend on new ones. It's the more complicated of the two Into the Inklands decks and the weaker one out of the box.
Moana - Born Leader
Into the Inklands #116
Shift 3. When she quests at a location, ready your other characters there.
Scrooge McDuck - Richest Duck in the World
Into the Inklands #154
Evasive on your turn; play an item for free when he banishes a character in a challenge.
Many moving parts that need a location to survive, so it stumbles when the pieces don't line up.
Both numbers are TurnZero HQ's own editorial read, not an official Ravensburger rating. Power compares the deck out of the box against the other starter decks, not against a tuned tournament list. Difficulty is how much the deck asks of the person playing it.
Cut the items that don't affect the board and the characters that can't quest well away from a location.
A Lorcana deck needs at least 60 cards, no more than 4 copies of a card with the same full name, and at most two inks, so every card you add means one you take out. The deck building rules →
Newer Ruby cards make moving to a location draw cards and gain lore on their own, so the deck doesn't need Moana in play to profit.
Carl Fredricksen - On the Move
Attack of the Vine! #113
Draws cards equal to a location's lore when he quests there.
Carl's House - Flying High
Attack of the Vine! #142
Once a turn, move a character from here to another location for free and gain 1 lore.
Get to Safety!
Whispers in the Well #130
Replays a cheap location from your discard for free.
Agrabah - Marketplace
Fabled #136
The Fabled reprint of the box's Agrabah, legal in Core.
Use Sapphire to get ahead on ink and finish with the biggest Ruby and Sapphire character in the game.
Belle & Beast - Certain as the Sun
Attack of the Vine! #132
A dual-ink Ruby and Sapphire 3-lore character that readies your whole inkwell when it quests.
Let It Go
Winterspell #163
Removal that sends a character to its owner's inkwell.
Dragon Fire
Whispers in the Well #133
Banish chosen character.
Mickey Mouse - Bob Cratchit
Winterspell #159
A cheap quester that builds a stack under himself.
As of October 2026, this deck is not legal in Core Constructed as sold, because Core uses sets 9 (Fabled) onward. A card counts as Core-legal when any printing with its full name is, so the cards from this box that were reprinted in Fabled or later can still be played there. The whole deck is legal in Infinity Constructed, which allows every set, and at any kitchen table.
Every upgrade pick on this page is from set 9 or later, so all of them are Core-legal. Core Constructed vs. Infinity →

We rate Amber and Emerald higher. It's simpler and faster. Ruby and Sapphire can have bigger turns but needs more things to go right.
Pay the location's move cost on your turn, and the character moves there. Characters at a location can quest and challenge as usual, and locations gain you lore at the start of your turn.
Add the deck to the Deck Lab, make your swaps, and it checks the list against Core Constructed or Infinity as you go. Publish it to share the link. Free to start.
