ST-03 The Seven Warlords of the Sea

The blue Crocodile deck returns opposing Characters to their owner's hand and wins on tempo. Its Leader rotated out of Standard in April 2026, so this guide covers casual play and the blue Warlords cards that keep the plan alive.

Different cards 17, plus 10 DON!!
Standard Rotated out of Standard

ST-03 The Seven Warlords of the Sea is a mono-blue deck led by Crocodile. The Leader has 5000 power and 5 Life, and once per turn you can return 4 DON!! cards from your field to your DON!! deck to return a Character with a cost of 5 or less to its owner's hand. That is a large cost, but it removes a Character without a card.

The deck's 17 different cards lean on the same idea. Marshall.D.Teach returns a cost 3 or less Character when played, the 7-cost Donquixote Doflamingo and the Sables Event each return a Character with a cost of 7 or less, and Thrust Pad Cannon does it as a counter. Dracule Mihawk draws 2 and trashes 2 when it attacks with 1 DON!!, and Gecko Moria returns a Seven Warlords or Thriller Bark Pirates Character from your trash to your hand.

The whole box, Leader included, rotated out of Standard on April 1, 2026, so ST-03 is for casual games and Bandai's Extra Regulation. The newer Crocodile Leader, OP14-079, is black and built around Baroque Works, so it is a different deck. For blue Seven Warlords in Standard, OP07-038 Boa Hancock is the closest match, since it rewards the same removal effects.

Every card in ST-03, including the ST03-001 Crocodile Leader, is a block 1 card that left Standard on April 1, 2026.

Ratings

Strength as sold 1/5

ST03-001 Crocodile is a block 1 Leader and the whole box rotated, so the deck as sold cannot be played in Standard. Outside Standard, its bounce effects are useful, but the Leader's DON!! −4 cost slows your own development badly.

Upgraded ceiling 3/5

This rates the blue Standard path under OP07-038 Boa Hancock, a Seven Warlords Leader that draws a card whenever your effect removes a Character. The newer Crocodile Leader, OP14-079, is black, so it does not carry the blue cards forward.

Difficulty to play 3/5

Bounce is only worth it when you return something your opponent paid more for than you did, so you have to count costs and DON!! each turn. The Leader's DON!! −4 also means choosing between removal and playing your own cards.

These are TurnZero HQ's own read of the cards, not tournament results or an official Bandai rating. How we rate starter decks →

How it plays

The deck wins by making your opponent replay their best Characters while you keep attacking. Early, play Buggy, Jinbe and Bartholomew Kuma for bodies and to set up your draws. Kuma looks at the top 3 cards and puts them back on top or bottom in any order.

From turn four, use bounce on the Character that cost your opponent the most. Teach handles small Characters, Sables handles a cost 7 or less Character for 4 DON!!, and Doflamingo does the same on a 7000-power body. The Leader's DON!! −4 effect is best on a turn when you have DON!! left over after playing what you need.

Late in the game, keep Crocodile (the 5-cost Character) and Boa Hancock back as [Blocker]s and use Love-Love Mellow to stay alive while your Characters chip away at Life. Crocodile with 1 DON!! puts a cost 2 or less Character on the bottom of its owner's deck when it blocks.

Tips for your first games

  • Count DON!! before using the Leader: returning 4 of them leaves fewer for your next turn's plays.
  • Return Characters that your opponent spent more DON!! on than you spent to return them.
  • Thrust Pad Cannon is a counter that removes a cost 3 or less attacker, which is useful against small [Rush] Characters.
  • Use Kuma early to set up your next few draws, since it can put cards back on top in any order.
  • Gecko Moria can return Mihawk or Teach from the trash, so hold it until you have a good target there.

Upgrade guide

Every upgrade below is legal in Standard and shares a color with the Leader. Prices are each card's base printing on TCGplayer on October 10, 2026; open a card for today's price.

Budget Seven Warlords bounce

The cheapest fix is to swap the vanilla Characters for Standard-legal Seven Warlords cards that remove something. Trafalgar Law (ST17-002) returns a cost 4 or less Character under a Seven Warlords Leader, OP08-042 Edward Weevil returns a cost 3 or less Character when it attacks with 1 DON!!, and PRB02-007 Jinbe searches for another Warlords card and puts a cost 1 or less Character on the bottom of its owner's deck when it attacks. EB02-023 Crocodile filters your top 3 cards whenever you bounce an opposing Character. Every card here is budget-priced. The cost is that Law and Teach (OP12-054) need a Seven Warlords Leader, which ST03-001 Crocodile and OP07-038 Boa Hancock both are.

CardNumberPrice, October 10, 2026
Trafalgar Law ST17-002$0.42
Edward Weevil OP08-042$1.06
Jinbe PRB02-007$0.40
Marshall.D.Teach OP12-054$0.49
Crocodile EB02-023$0.12

Warlords Characters that draw cards

Bounce trades one of your cards for tempo, so a bounce deck runs out of cards. These Seven Warlords Characters replace themselves. EB04-027 Boa Hancock draws 2 and trashes 1, OP07-044 Dracule Mihawk is a 10000-power 8-cost that draws on play, and OP14-049 Jinbe draws 2 and returns a cost 7 or less Character if you rest 2 DON!!. OP07-045 Jinbe plays another Warlords Character from hand, and OP07-040 Crocodile returns a cost 2 or less Character for 1 rested DON!! and has a 2000 counter. The tradeoff is a higher curve, so trim the 1- and 2-cost vanilla cards to make room.

CardNumberPrice, October 10, 2026
Boa Hancock EB04-027$0.33
Dracule Mihawk OP07-044$1.19
Jinbe OP14-049$2.10
Jinbe OP07-045$0.47
Crocodile OP07-040$3.12

Move to the OP07-038 Boa Hancock Leader

For Standard, OP07-038 Boa Hancock is the blue Seven Warlords Leader that fits this deck. Once per your turn, when your effect removes a Character from the field, you draw a card if you have 5 or fewer in hand, which pays you back for each bounce or bottom-deck. Add the Kuja Pirates Characters that remove things: OP07-051 Boa Hancock stops an attacker for a turn and bottom-decks a 1-cost Character, and Boa Sandersonia and Boa Marigold remove a Character once you have 2 Kuja Pirates out. EB03-026 Boa Hancock can bottom-deck one of your own Characters to give DON!! cards, which also triggers the Leader's draw.

Boa Sandersonia OP07-050$2.33

What to cut first

Bandai's list doesn't say how many copies of each card the deck has, so cut by card: take out every copy of these before anything else, and keep the deck at exactly 50.

Every card in ST-03

Bandai's card list for ST-03 has 17 different cards. 17 of them carry a block 1 icon or are banned, so they can't be played in Standard; they are still legal in Extra Regulation unless banned. Legality follows Bandai's block icons and its banned list effective October 12, 2026.

Frequently Asked Questions

Is ST-03 legal in Standard?

No. Every card in ST-03, including the Crocodile Leader, is a block 1 card that rotated out of Standard on April 1, 2026. It can still be played casually or under Bandai's Extra Regulation.

Is ST-03 good?

Its bounce effects are real removal, but the Leader's DON!! −4 cost is steep and several Characters have no effect. It cannot be played in Standard as sold.

What is the Standard replacement for the ST-03 Crocodile Leader?

The newer Crocodile Leader, OP14-079, is black and plays a different Baroque Works plan. For blue Seven Warlords, OP07-038 Boa Hancock is the closer fit because it draws a card when your effect removes a Character.

Is ST-03 good for beginners?

It is a fair choice for a player who has learned the basics. Deciding when bounce is worth its cost takes more thought than a red or green attack deck.
