ST-25 is a mono-blue Cross Guild deck led by OP09-042 Buggy, a 5-Life Leader with 5000 power. Its ability costs 5 rested DON!! and a card from your hand, and it plays any Cross Guild Character from your hand regardless of that Character's cost. From turn 5 on, the question each turn is which big Character you are holding.

The box has 15 different cards, counting the Leader. Most are Cross Guild Characters at cost 4 or 5 (Alvida, Cabaji and Mohji in both their OP09 and ST25 versions), and the cards you want to play through the Leader are Crocodile & Mihawk at 8, P-084 Buggy at 7 and OP09-051 Buggy at 10. The ST25 Alvida, Cabaji and Mohji gain +1 cost once you have 2 or more Characters with a base cost of 5 or more, which matters for the 10-cost Buggy and for P-084 Buggy's attack restriction.

The deck suits a player who likes building a board of mid-sized Characters and who doesn't mind discarding a card to pay for each big play. It is a good first Cross Guild deck, because the Leader is the same card a fuller Buggy list would use.

Every card in ST-25 is legal in Standard, including the OP09 reprints and P-084 Buggy.

Ratings

Strength as sold 3/5

The Leader's play-from-hand ability works out of the box, with Crocodile & Mihawk, P-084 Buggy and the 10-cost Buggy as targets. Its weak spots are filler 5-costs like Mr.1(Daz.Bonez) and a single Event, so it has little removal before turn 5.

Upgraded ceiling 4/5

More Cross Guild Characters worth cheating out, such as OP09-046 Crocodile and OP09-048 Dracule Mihawk, plus cheap blue bounce and counter Events give the Leader a full plan in today's Standard pool.

Difficulty to play 3/5

The Leader and ST25-004 Buggy each trash a card from your hand, so hand size matters, and the 10-cost Buggy and the ST25 Characters ask you to count your Characters with a cost of 5 or more.

How it plays

Early turns are about setting up your hand. OP09-056 Mr.3(Galdino) and the Cross Guild Event each look at 4 cards for a Cross Guild card, and ST25-001 Alvida draws 3 and trashes 2 when your Leader is Buggy. You want to reach 5 DON!! holding at least one large Cross Guild Character and a spare card to trash.

From 5 DON!! on, the Leader turns 5 rested DON!! into a Character of any cost. Crocodile & Mihawk draws 2, trashes 1, then plays a Cross Guild Character with a cost of 4 or less from your hand, so one activation can add two Characters. P-084 Buggy plays a Cross Guild Character with a cost of 6 or less when it enters, but it cannot attack, and while Buggy is your Leader all Characters with a cost of 3 or 4 cannot attack. That restriction applies to your opponent's Characters too, and your ST25 4-costs get around it once their +1 cost turns on.

OP09-051 Buggy is the late-game removal. When it enters it places one of your opponent's Characters at the bottom of their deck, and if you do not have 5 Characters with a cost of 5 or more, Buggy goes to the bottom of your deck as well. On a small board, treat it as a removal spell; on a wide board, it stays as a 12000-power Character.

Tips for your first games

  • Keep a card you can afford to lose before you activate the Leader, because the ability needs a trash from your hand as well as 5 rested DON!!.
  • Count your Characters with a base cost of 5 or more before playing ST25-002 Cabaji or ST25-005 Mohji; with 2 or more, they gain Blocker and +1 cost.
  • ST25-004 Buggy trashes itself and a card from your hand to play a Cross Guild Character with a cost of 6 or less, which costs no DON!! on the turn you use it.
  • OP09-045 Cabaji cannot be K.O.'d in battle while you have a Buggy or Mohji Character, so play one of those first and your opponent needs an effect to remove it.
  • Plan around P-084 Buggy's restriction before playing it: your own 3- and 4-cost Characters stop attacking too unless their +1 cost is active.

Upgrade guide

Every upgrade below is legal in Standard and shares a color with the Leader. Prices are each card's base printing on TCGplayer on October 10, 2026; open a card for today's price.

Add Cross Guild Characters worth cheating out

The Leader is only as good as the Cross Guild Characters in your hand, and the box gives it few strong targets. OP09-046 Crocodile plays another Cross Guild or Baroque Works Character with a cost of 5 or less when it enters, and OP09-048 Dracule Mihawk is a 6-cost Blocker that draws 2 and trashes 1. OP16-051 Mohji & Cabaji draws 2 when you have 5 or fewer cards in hand, which refills the cards the Leader trashes, and Emptee Bluffs Island turns 2 unwanted cards into 2 new ones. P-098 Buggy is a 12000-power Blocker that needs 5 Characters with a cost of 5 or more to stay, so it is a late-game card and the priciest one here; the rest are budget singles. Cut Richie, the 5-cost Mohji and Mr.1(Daz.Bonez) to make room.

Budget blue removal and counters for the early turns

ST-25 has one Event and little to do about an opposing board before the Leader comes online. OP09-058 Special Muggy Ball returns a Character with a cost of 6 or less to its owner's hand, OP12-042 Alvida places a Character with a base cost of 1 or less at the bottom of its owner's deck, and EB03-021 Alvida trashes a card to remove two small Characters at once. Both Alvidas are Cross Guild, so they still count for the Leader. OP09-059 Murder at the Steam Bath and OP11-059 Gum-Gum King Cobra are counter Events: the first gives +3000 and lets you trash cards you no longer need, the second gives +2000 and another +2000 when you have 4 or fewer cards in hand. All five are budget cards. They cost the deck some Cross Guild density, so take out the 4-cost Characters you find yourself trashing to the Leader most often.

What to cut first

Bandai's list doesn't say how many copies of each card the deck has, so cut by card: take out every copy of these before anything else, and keep the deck at exactly 50.

Frequently Asked Questions

Is ST-25 good?

ST-25 is a coherent starter with a clear plan: reach 5 DON!! and use the Buggy Leader to play large Cross Guild Characters from your hand. TurnZero HQ rates it 3 of 5 as sold and 4 of 5 with upgrades, mainly because the box is light on Events and early removal.

Is ST-25 legal in Standard?

Yes. Every card in ST-25, including the OP09 reprints and P-084 Buggy, is legal in Standard.

What should I upgrade first in ST-25?

Start with OP09-046 Crocodile and OP09-048 Dracule Mihawk, which give the Leader better targets, then add OP09-058 Special Muggy Ball for removal. All three are budget cards.

Is ST-25 good for beginners?

It works for a beginner who is ready to plan a turn ahead. The Leader asks you to keep a card to trash and to count Characters by cost, which is more bookkeeping than a deck that only attacks.
