ST-33 is a mono-blue Navy deck led by Kuzan. The Leader has no activated ability. Instead, whenever one of your Navy cards trashes cards from your hand with its effect, you draw that many cards. That turns costs into card filtering: a Navy card that says "you may trash 1 card from your hand" no longer shrinks your hand.

Nearly every card in the box is a Navy card, and most of the useful ones have a trash cost. Sengoku trashes one to find two Navy cards, Smoker trashes one to send two cheap Characters to the bottom of the deck, and Zephyr(Navy) trashes two on play and draws you two with the Leader. Monkey.D.Garp and Borsalino give the deck a top end that can come down earlier than its printed cost.

The deck suits a player who likes control: keeping a full hand, answering small Characters, and holding off attacks with Ice Time and Kuzan rather than racing. It is a reasonable first blue deck because the Leader's rule is easy to remember.

Every card in ST-33 is legal in Standard, including the OP12 and EB04 reprints in the box.

The Leader has plenty to work with: Sengoku, Smoker, Koby, Zephyr(Navy) and Ice Block Pheasant Peck all trash from hand and get refunded. The box is light on removal for anything above cost 2, and several big bodies have no counter.

Upgraded ceiling 4/5

Standard has a deep pool of Navy cards that trash from hand or send Characters to the bottom of the deck, such as Isuka and Gravity Blade Raging Tiger, so the Leader's draw engine gets far more to fuel it.

Difficulty to play 3/5

You decide every turn which card to trash and when, and Borsalino's cost drop rewards trashing before you play it. The attacks themselves are simple.

How it plays

Early on, use Koby and Smoker to replace the cards you trash and clear cheap Characters. Smoker's effect places up to two Characters with cost 2 or less at the bottom of the deck, which is strong on turns two and three when your opponent is still building a board. Sengoku is the best three-cost play because it finds two Navy cards and the Leader replaces the card you trashed.

In the middle turns, look for a turn where you trash a card by effect and then play Borsalino from hand: its own text gives it −3 cost during that turn, so a 6000-power Blocker costs three. Monkey.D.Garp at six puts a second blue Navy Character with 8000 power or less into play from your hand, such as Kuzan or Jango.

Later, Ice Time and the Kuzan Character stop your opponent's biggest attackers for a turn while you attack. Ice Time stops two Characters with 10000 power or less, which buys the time for your 8000-power Characters to close out the game.

Tips for your first games

  • Count Ice Block Pheasant Peck as a 4000-power counter that replaces itself: you trash a card, and the Leader draws you one.
  • Play a trash effect before Borsalino in the same turn so its −3 cost applies.
  • Zephyr(Navy)'s trash of two is not optional, so play it when you have two cards you are happy to discard; the Leader draws two back.
  • Save Zephyr(Navy) on the field as a later answer: trashing it returns a Character with cost 5 or less to its owner's hand.
  • Bluegrass draws and trashes when it attacks, and the Leader adds one more draw because Bluegrass is a Navy card.

Budget: more Navy cards that trash for value

The cheapest improvement is more cards that use the Leader's draw. Tashigi finds a Navy card for one DON!!, Hina and Issho each trash from hand to bounce or strip cards, and the OP12 Sakazuki and Monkey.D.Garp give the top end card draw and a free Character. Each replaces a vanilla body such as Jango or Fullbody, so the deck keeps its curve while every card does something with the Leader.

Add bottom-of-deck removal

The box can only remove Characters with cost 2 or less, so bigger threats stick around. Blue Navy has answers at several costs: Isuka is a Blocker that bottom-decks a cost-4 Character, Gravity Blade Raging Tiger handles two cost-6 Characters, and Aramaki trashes a card each turn to clear a small one. Removal costs you the counters on the bodies you cut, so keep Ice Block Pheasant Peck and Smoker in.

Protect the board and the Life total

Once the Leader is drawing well, the deck can afford to spend cards on defense. Donquixote Rosinante and the OP12 Borsalino both trash from hand to save a Character from your opponent's effects, and the Leader draws back what they spend. Hina stops a key Blocker for your attacking turn, and White Snake is a counter that draws a card.

What to cut first

Bandai's list doesn't say how many copies of each card the deck has, so cut by card: take out every copy of these before anything else, and keep the deck at exactly 50.

Frequently Asked Questions

Is ST-33 good?

ST-33 is a coherent Navy control deck. Kuzan's draw effect works with most of the box, but it needs more removal for Characters above cost 2 before it can keep up with stronger decks.

Is ST-33 legal in Standard?

Yes. Every card in ST-33, including the Kuzan Leader, is legal in Standard.

What should I upgrade first in ST-33?

Replace Jango and Fullbody with Navy cards that trash from hand, such as Tashigi, Hina and the OP12 Sakazuki. Then add removal like Isuka and Gravity Blade Raging Tiger.

Is ST-33 good for beginners?

It is a fair choice. The Leader's rule is simple, and the main skill it teaches is choosing which card to trash and when to play Borsalino after a trash.
