Boost costs ink to put the top card of your deck facedown under a character, and this deck's characters get much better once they have one. Megara and Flynn quest for 2, Webby joins in, and Simba can turn each Boost into a free character.
The deck spends ink on Boost instead of new cards, so you have to decide each turn whether to build up what you have or play more. That decision is why it's a 3 for difficulty.
