The top half is black because the monster is an Xyz Monster, with a Rank rather than a Level and its Xyz Material on the first line of the lower text box. The bottom half is Spell green because it can also sit in a Pendulum Zone.
Black and green is an Extra Deck combination. The card never goes in your Main Deck.
Xyz Summon it the usual way, stacking monsters of the same Level. Most then reach a Pendulum Zone from the field: when Odd-Eyes Rebellion Dragon is destroyed in the Monster Zone, it can destroy the cards in your Pendulum Zones and take their place, and D/D/D Deviser King Deus Machinex can place itself there during your Standby Phase.
If it would go to the Graveyard from the field, it goes to your Extra Deck face up instead. Several, including Odd-Eyes Rebellion Dragon and Dark Anthelion Dragon, say that if you can Pendulum Summon Level 7, you can Pendulum Summon them from the face-up Extra Deck.
